Match Club By-laws

DIABLO MATCH CLUB

BY-LAWS

1.          This club shall be known as the “Diablo Match Club”, also herein referred to as “the Club”.

 

2.          Matches bowled by the Club will be USBC sanctioned as outlined by USBC.  The sanction will be in the name of “Diablo Match Club Travel League”.

 

3.          The Club will be governed by USBC rules unless modified by the Club’s by-laws.  All members must be in good standing with USBC.  A member can purchase a USBC membership through the Club.

 

4.          The bowling year will be September 1 through August 31 of the following year.

a.       Members will use the August 31 Match Club average unless specified in the tournament rules.

b.      New members will use the highest current league average of at least 9 games (or if none, they will use the most current book average within 3 years for the first 9 club games bowled).

 

5.          The Club will meet three times per year to conduct business.  The Board of Directors can call special meetings as they deem necessary.  Attendance at meetings is mandatory.  A Christmas party will be scheduled during the month of December.

 

6.          The Club uniform will consist of any Match Club shirt designated for home or away matches as long as it is in good condition.  The Club will be presented with picture samples of proposed new shirts and/or club designs for approval by the membership.

 

7.          Team captains for match competition will be the lead-off bowler.  Team captains will inspect their lane assignment for cleanliness, approaches, lanes, seating area, and, if necessary, have the area cleaned prior to the start of bowling.  Team captains will be responsible for the collection of all fees, which will be turned over to the Matchmaker, with the completed recaps, in the envelope provided immediately after the 3rd game.

 

8.          The Club will have an open roster.

a.       All new membership applications will be reviewed by the Executive Officers.

b.      New members must have a sanctioned league average, current or within the previous two years.  An exception to this rule can be made for spouses and significant others of the Club members.

c.       There will be a membership fee equal to the current cost of the club shirt plus one month’s dues.  These dues will be applied towards the following month after signup.  Dues in the month of sign-up are waived.

 

9.          The Club will award Lifetime Membership to outstanding members of the Club, past or present, subject to the following:

a.       Nominations must be given in writing to the Board of Directors with a resume of their qualifications of 10+ years as a member and holding a position on the Executive Board or an appointed position.

b.      The Board of Directors will review the resumes and present their recommendations to the membership for a vote.

c.       A three-quarter majority vote of the total Club membership will be required to elect any person to Lifetime Membership.

d.      Lifetime members will be exempt from all regular monthly dues.

e.      Lifetime members retain the right to vote on all matters concerning the Club.

 

10.      Any member who is behind in dues for 3 consecutive months will be notified, in writing, by the Secretary or Treasurer (with copy to the Executive Board) to bring dues current, or they will be ineligible to bowl in any Match Club function.

 

11.      Leave of Absence Memberships:

a.       Members may request (in writing) to the President for a leave of absence if he/she cannot bowl for two months or longer.  

b.      A leave of absence member will not be allowed to bowl in Match Club competitions.

c.       When a leave of absence member returns to active bowling status, the average to be used will be their last Match Club book average.

 

12.      Club dues will total $20.00 per month and are not refundable.  Dues are payable monthly or in advance.  The breakdown is as follows:

·         General Fund  $14.00

·         Sweeper/Prize Fund   $5.00

·         Party Fund  $  1.00

a.       The General Fund will be used for all Club operating expenses.

b.      The Party Fund will be used primarily for the annual Christmas Party, but may be used for additional parties for the Club after majority vote.

 

13.      Expenses must be pre-approved by the President and Treasurer.  Pre-approved expenses incurred by Club Officers or appointed members will be reimbursed out of the General Fund upon presentation of an itemized receipt of Match Club purchases.

 

14.      The following fines will be assessed.

a.       Not wearing Club uniform to a Club function                                                           $1.00

b.      Failure to bowl average for the 3-game series                                                        $5.00

c.       Failure to mark in designated pay frames                                                                  $1.00

d.      Failure to report to bowling center 30 minutes prior to a match                      $1.00

 

In the event of an emergency, fines may be waived by an Executive Officer at their discretion.

 

15.      The Club will adhere to any requirements mandated by local authorities regarding health and safety issues wherever the Club is bowling.

 

 

 

 

 

16.      The Executive Officers of the Club will be:

 

PRESIDENT:  Perform duties per USBC Rule 102c including:

a.       Conduct Board Meetings prior to regular club meetings.

b.      Preside at all regular and committee Club meetings.

c.       Appoint Matchmaker and Hospitality Coordinator.

d.      Appoint committees and their chairperson.

e.      Appoint interim officer to fill unexpired term.

f.        Sign off on monthly bank statement/club accounts per USBC Rules.

g.       Conduct Annual Audit of financial records per USBC Rules.

h.      Approve Club purchases.

 

VICE PRESIDENT:  Perform duties per USBC Rule 102d including:

a.       Assist the President or preside in the President’s absence.

b.      Assign Club members to assist with 50/50, poker, and split conversion award at all home matches.

c.       Be the Club’s League Representative, which includes representing our Club to Contra Costa County USBC Association.

 

SECRETARY:  Perform duties per USBC Rule 102e, except items #4 and #6, which are assigned to our Club Matchmaker, including:

a.       Take roll call and keep minutes at all meetings.

b.      Maintain copies of all meeting minutes.

c.       Maintain and distribute a current list of members’ addresses and phone numbers as needed.

d.      Update and supply information packet to all new Match Club members

e.      Handle all paperwork required to maintain USBC sanctions, including reporting of annual averages and awards earned.

 

TREASURER:  Perform duties per USBC Rule 102 including:

a.       All monies will be deposited within 7 days of receipt into the Diablo Match Club bank account as stated in USBC Rules.

b.      Checks are to be signed by two (2) Executive Officers.

c.       Report to the President and Matchmaker any member delinquent in payment of monthly dues and/or fines.

d.      Provide type written Financial Report at all Club meetings for viewing.

e.      Keep financial records of Club funds:  General Fund and Party Fund.

 

MATCHMAKER:  The duties will be:

a.       Set up matches and maintain annual Match Club calendar.  Notify the Club members of any changes to the master schedule.  Notify Paddock Bowl of any changes to home match schedule.

b.      Ensure that the appropriate number of bowlers is signed up for each match.

c.       Ensure that both clubs are using appropriate averages.

d.      Ensure that there are at least two (2) Executive Officers present at each match.

e.      Maintain averages from September 1 through August 31, keeping current and updated.  Forward all Match Club averages to the Secretary for USBC sanctioning.

f.        At 15 minutes before a match, it is at the discretion of the Matchmaker to replace an absent bowler.

g.       Must be present at bowling center 45 minutes prior to scheduled (home and away) matches.

h.      Send out quarterly email highlighting wins, losses, high series, high games, etc.

i.         Match Club bulletin board at Paddock Bowl.

j.        Appoint Assistant Matchmaker.

 

SERGEANT-AT-ARMS:  The duties will be:

a.       Perform duties as may be required by the President or the Board of Directors.

 

17.      Other Officers are as follows:

 

HOSPITALITY COORDINATOR:  (Appointed) The duties will be:

a.       Coordinate inventory of supplies, food set-up, and clean-up for home matches.

b.      Report to Vice President in the event you are unable to perform the above duties.

 

ASSISTANT MATCHMAKER:  (Appointed) The duties will be:

a.       Perform duties as required by the Matchmaker.

 

18.      Officers will be elected for a period of two (2) years.  The positions of President, Secretary, and Sergeant-At-Arms will have elections in the odd years.  The positions of Vice President and Treasurer will have elections in even years.  Candidates will be identified at the December Club meeting of the year prior to elections.  Elections will take place the following year during the first general meeting.  A majority vote of 50% plus 1 of those attending the meeting will be required to elect the officers.  Voting shall be by secret written ballot for each office up for election.  The President will designate two members to count the vote and report the outcome to the Club members.  Proxy voting will be in writing or emailed to the Secretary by January 31st of each year in order to be counted toward the election of officers.  New officers will take office starting the month following election.

 

19.      The Executive Board has the power to review and vote on any submitted concerns, requests, suggestions, and emergency exceptions.  All requests should be submitted in writing to the President.

 

20.      By-Laws Changes:  The President will appoint a By-Laws Review Committee every even year to review and consider amendments/changes to the Club’s By-Laws.  Any Club member may propose changes to the By-Laws in writing to the President by December 31st of the odd year preceding the By-Laws Review.  The By-Laws Review Committee will consider proposed changes, and if the committee endorses the change, present to the Club membership proposed changes to the By-Laws at the first meeting of every even numbered year.  By-Laws changes must be approved by a majority vote of the members present at the meeting.  Updated By-Laws will be published with a published date and the Club Secretary will be responsible for maintaining the official current copy of the By-Laws.
